Judge Lara Montecalvo
First Circuit U.S. Court of Appeals
Lara Elizabeth Montecalvo was born in 1974 in Syracuse, New York. She earned an undergraduate degree from Swarthmore College and received a Juris Doctor from Boston College Law School.
Montecalvo began her career as a trial attorney in the Justice Department’s Tax Division. She later served as an assistant public defender, trial attorney, and appellate attorney in the Rhode Island Public Defender’s Office. She was nominated by the Rhode Island governor to the position of Public Defender in 2020.
President Joe Biden nominated Montecalvo to the First Circuit U.S. Court of Appeals in 2022. She was confirmed in September 2022 and received her commission the following week.
Montecalvo is married to Craig, with whom she has a son.

The First Circuit U.S. Court of Appeals has determined that a voter-approved referendum that would ban foreign governments and companies with 5 percent or more foreign ownership from donating to state referendums in Maine likely violates the First Amendment. The decision returns the proceedings to a lower court and blocks Maine from enforcing this 2023 state law banning foreign interference.
Judge Lara Montecalvo wrote, “The prohibition is overly broad, silencing U.S. corporations based on the mere possibility that foreign shareholders might try to influence its decisions on political speech, even where those foreign shareholders may be passive owners that exercise no influence or control over the corporation’s political spending.”
